What you describe here is an undertaking of mammoth proportions. Ensuring people receive their benefits so they can pay for their roof, food, clothes, water, heat and comms (phone, net) is about as high stakes as it gets.

Obviously lessons were learned from the Phoenix pay debacle and management has put those lessons to good use.
